Hello ,
Regarding the responsibilities and legal assignments of your Company and considering the determined objectives in accomplishing the infra – structures of development of the Area and your and your colleagues Valuable experiences in that Company in developing the Southern pars , According to this order you are assigned to Northern pars Area authority too , you are expected to
perform the following actions based on the determined policies :
1. Determining the legal boundaries of Northern pars Area and going through the legal procedures to approve it in oil company managing board and government board.
2. Cloosing a comprehensive Plan Counselor By Contribution Of Foreign And Domestic experienced Counselors and codifying the comprehensive plan of Northern pars Area.
3. Assigning a managing unit for Northern pars to accomplish the duties and presenting Northern pars managing structure suggestion to go through approval.
4. Asking the needs and professional approaches of operational companies as the executive companies of development plan of Northern pars.
5. presenting the budget plan , according to the Northern pars 2007 plans.
6. Gaining the ownership of the Northern pars states with cooperation of National and provincial departments and enclosing and determining the legal boundaries of Northern pars Area. All of the subordinate Companies and units of oil ministry have to cooperate and the progress of the procedures should be reported to me.
Based on this report , pars energy economic – special Area was founded in 1998 to take the Gas share of Islamic Republic of Iran from the Joint gas field between Iran and Qatar with an area of 10000 hectare. The authority of Northern pars Area with expansion of 16000 lectare to establish the machinaries of 6 gas cylinder in Boushehr province was delivered to Pars special economic energy Zone Company the Pars special economic energy Zone Company is also under control of Iran National oil company which performs the following duties to develop the southern pars Area :
1. Establishing the large infrastructures of the area like : water , etectronics telephone , roads , airport and port.
2. Performing urban duties and supervising the urban affairs.
3. the ownerslip and cession of properties to the subordinate and superior industries.
4. performing large management affairs in economic special area as the authourity.
5. Codifying urban regulations and supervising the constructions.
6. Attracting the private and public sector investors with the objective of investing in different departments like the subordinates , convenient affairs , services , semi – heavy industries , heavy and combination.
7- considering people affairs and removing the convenient , educational affairs of the villages and cities in southern pars.
8. Establishing public order and security in economic – special region with employing protecting forces in this region with cooperation of NAJA , Judiciary service.
9. performing cultural , sport , religeous activities to develop the public culture in the area.
Since to determine the place of Northern pars severe conflicts were oraised among the Boushehr townships and provincial authorities and oil authorities , by the action of economic – special region managing director and cooperation with local and provincial officials this problem was removed and the people helped too.
It should be Noted that Northern pars gas field is placed at 120km southern east of Boushehr in khalij fars the depth is 33 meters and the distance to the shore is 10 or 15km. this field which is set 4000 meters under the sea level with an area of 19-21 squre kilometers. It is dome – shaped with inclination of Less than 20 degrees.
This Field has sour gas with gas liquids , the quality is 4 gallons in million foot gas from storage stone called “Gas Khuf Baston” with the width of 1700 meters.
The filed storage level is 50 trillion square foot of gas from which 72% from the upper storge called Kangan and 28% in lower storage called lower Dalan.
